Brothers and Sisters:
The IUEC Local 17 Children’s Christmas Party is being held December 14 at 1 pm at the hall located at 3250 Euclid Ave. While it is too late to get your child or grandchild registered for the event, photos will be available on the Local’s website, iueclocal17.org,
The January 10, 2025 meeting is a Mandatory Meeting for the installation of officers. Those not attending without a valid reason will be fined by the Executive Board. You can contact Business Manager John Driscoll Jr at the hall at 216-431-8088 or email him at JEDriscoll@iueclocal17.org.
The Local 17 welding course will be held at Lincoln Electric January 6 through 17. This is a two-week, 40-hour course which gives the student the opportunity to earn a 3G vertical up and 4G overhead certification. All participants must have completed the welding preparation course on the NEIEP website. All safety gear is provided to the student free of charge through NEIEP. This is an excellent course and well worth the time to earn the certification.
Brother Tim Narowitz instructed the material handling class where eight Local 17 members earned their fork lift certification. This qualifies the students to operate powered material handling equipment (fork lifts and shooting boom trucks) on construction sites requiring certification.
Congratulations to the Brothers and Sisters who completed the Fall semester and will be moving on to their next level classes the week of January 20. Spring classes are expected to have 50 apprentices spread over RC200, 300, 400, and either 700 or 800.
Apprentice class attendance is mandatory and all apprentices are expected to be in attendance at their scheduled class times and days. While extraordinary events happen, they do not happen on a regular basis. This is what makes them extraordinary. Working planned overtime or a genuine illness are acceptable reasons for absence. Blowing off the day to drink beer and golf with your friends or take a motorcycle ride are not acceptable. Makeup days will be scheduled as needed for Saturday morning 8am to noon.
State licensing of elevator constructors went into effect November 1. All elevator mechanics and contractors will be required to have a State of Ohio license by November 1, 2025. The cost is expected to be $250 for a two-year license. For more information on requirements and how to obtain a license, look to this space, the Local and the Sate of Ohio websites.
The International has mandated that employers provide N95 masks to those working in areas affected by rope rouge. If you have any questions, contact John at the hall.
All members will be assessed a $25 on-the-job death benefit by the International. This is a benefit paid directly to the family of a member who dies while at work.

The IUEC Local 17 Annual Children’s Christmas Party will be held Saturday, December 14 at the hall located at 3250 Euclid Avenue. Children up to 12 years old will receive gifts. Local 17 will be catering light appetizers and beverages. Members are encouraged to bring baked goods. Congratulations to Mike Miller Jr and Aaron Sipos on passing the Mechanics Exam. To all apprentices looking forward to the challenge; passing the exam is the only unbiased evaluation of your knowledge of the trade. Use the time between where you are and where you want to be to its full advantage. Your mechanics, peers and instructors are incredible sources of knowledge to round out and fill in the areas you may struggle to understand. Learning the trade does not stop with the Exam, it is a career-long quest to keep up with changing technology and techniques. Everyone’s ultimate goal should be to become a resource for those who will follow in our footsteps and carry on our work.
Local 17 is planning a welding class to be held in early January between the Fall and Spring semesters. The Local holds its classes at the world headquarters of Lincoln Electric in Euclid. The course is a 40 hour course (10 nights at four hours per night) giving the student the opportunity to earn a 3G and 4G welding certification. Those interested in taking the class must complete the CE019 Welding Preparation course on the NEIEP website, neiep.org. For more information, contact John at the hall.
Independent company Maximum Elevator has been bought by ATTA out of Toronto, Ontario, Canada. This is ATTA’s second move into the US market as they recently completed the purchase of a St. Louis independent. The goal of the new ownership is to grow the business beyond maintenance and small repair into modernization work. Former Thyssen supervisor Lou Cozza will run the operation. As the company grows, this gives Local members an additional work option.
Work in Cleveland has been steady with full employment and many transients working in the jurisdiction. Schindler is still working the Sherwin-Williams job which will continue into the second quarter of 2025 as well as thirteen additional mod and construction jobs. KONE is operating 12 construction or mod jobs while TKElevator and Otis currently have six crews on construction or mod while Gable/3 Phase has four mod teams in the field.

IUEC Local 17 will be holding the Annual Children’s Christmas Party Saturday, December 14 at the Hall located at 3250 Euclid Avenue, Cleveland. The event is always well attended and is an opportunity for members and their families to meet in a fun and informal atmosphere. Look for a mailer in the coming weeks with more information.
Local 17 is offering a fork lift training class. The certification class is scheduled for Saturday, November 2. The class is eight hours with four classroom hours and four driving the equipment. The Local is looking to offer a welding class held at Lincoln Electric’s headquarters in Euclid, Ohio. The 40-hour class is tentatively scheduled for January because most of the interest comes from apprentices with NEIEP school obligations. A prerequisite is completing the online course, CE019 Welding Preparation, on the NEIEP website, neiep.org. The signup for the prep class is under the Online Training and Licensing tab under Training in the main header. The vacation checks were due July 15. All apprentices should have received their pay increase effective the first full pay week after September 1. All the companies were given a list of their apprentices and the appropriate rate. If you have any questions, contact John at the hall.
Cleveland Mayor Justin Bibb signed an Executive Order requiring all City building or improvement projects over $500,000 to be done under a Project Labor Agreement (PLA).
Work in the area is still steady. Otis laid-off two members and sent a team out of town while waiting on jobs to open up. KONE and Schindler are busy as are TKElevator and Gable.
At the September meeting it was announced Brother Al Jerson was stepping down ahead of retirement as a trustee of Local 17. Jerson had 40 years in the trade and spent the last 16 years as a trustee handling the officers payroll, withholding taxes and W2s. He was elected in 2008 and helped shepherd the Local through the economic downturn of that year as well as shore up the finances during that rough period in the Local’s history. Brother Brian Chambers was appointed by President John Patton to take his place and was sworn in as a trustee. Chambers most recent officer role was as the Entertainment Chairman.

As this is being written, IUEC Local 17 is preparing to participate in the 2024 Cleveland Building and Construction Trades Softball Tournament. The last two years coaches Rich and Todd Kemp have worked our team into advancing past the first night of play. For results of how the Elevator Constructors faired in this years edition of the tournament, go to the Local’s website, iueclocal17, for photos and highlights.

Apprentice pay increases go into effect the first pay period after September 1. All of the Local 17 signatories have been notified by the Union as to what the correct rate must be for each of their represented apprentice employees. If there is a discrepancy or a question, contact John at the hall.
Remember to call the hall when changing or starting a job lasting more than three days. Also call when you have a change in familial status such as getting married or divorced, birth of a child or a change of address.
A list of IUEC Local 17 signatories is at the bottom of this article. If you see a company working in the area and suspect they are not a signatory, call John at the hall with the location and any information about the job you can offer. This extends to all the trades in the Cleveland area to keep our work our work and not allow non-signatories to lower the standard we as skilled tradespeople provide for our customers.
The foundation of good union organizing is communicating what the organized trades have to offer versus the non-organized companies. Subjects like wages and benefits get the ear of the potential new member but, building skills which offer better opportunities can drive that worker to sign on as an apprentice.
Every tradesperson is an organizer. Every Local has a message about what they do and what is and should be expected by and from a potential member. Learn and understand this message and be prepared to talk about what your trade has to offer to a potential new Brother or Sister.
With work this good in our area, now is the time to grow our numbers.

The Local 17 Golf Outing was held at Bunker Hill Golf Course on July 20. There was a change in the guard as the Champion’s Jackets were won by the team lead by former Local 17 member and current Gable Elevator superintendent Scott Hicks. Congratulations to Scott and his team.
Jacob Kemp, son of Brother Todd Kemp, putted his way to a three-day, two-night trip to Las Vegas sponsored by Laborers Local 310. Kemp won the trip by first sinking a 20-foot putt to qualify and then, in a two way putt-off lagged his 50 footer closest to the hole. IUEC Local 17 will be participating in the 2024 Cleveland Building and Construction Trades Labor Day Softball Tournament to be held at James Day Park in Parma. Under the coaching of the Kemp Brothers, Local 17 has advanced in each of its last two outings past the first round. The 2024-25 school year begins with 49 apprentices enrolled in the NEIEP program. Brothers Tom Goggin, Don Knapik, Jean LaFontaine, Tim Narowitz and Jerry Reitz are teaching one class of RC 100 and two classes each of RC 200, 300 and 400 for a total of seven classes. This is the Local’s largest apprentice class in many decades.
Brother Reitz is also teaching the Mechanic Exam Review to the three test-eligible apprentices. The Exam is the only unbiased evaluation of your knowledge of the trade. Good luck to each as they start this new phase of their career.
State Licensing is moving forward. The nine-member Elevator Safety Review Board is taking shape and Local 17 Business Manager John Driscoll Jr is expected to be named to the Board by Governor Mike DeWine. The Board is responsible for oversight of investigations of elevator mechanics and contractors and establishing and administering appropriate disciplinary actions.
This is the final stretch of a multi-year effort to convince a once skeptical Ohio legislature of the value in licensing elevator constructors. Special recognition is due to Gable Elevator who, early on, took a lead role in demonstrating the complexity of the work we do and the value of the education received through the NEIEP program.
For those apprentices advancing in the apprentice program, pay raises are effective beginning the first pay period after September 1. If there is an issue with or questions regarding the timing or amount of the raise, contact John at the hall.

Fall semester for apprentices begins the week of August 5 with mandatory orientation. There will be one RC100 class, and two classes each of RC200, RC300 and RC400 for the 48 apprentices advancing in the program. That 48 includes three apprentices that are Exam eligible and exiting the program and five probationaries entering.
Good luck to Mike Miller, Jr, Matt Ramser and Aaron Sipos on qualifying for the Mechanic’s Exam. This is the only unbiased evaluation of your knowledge as an elevator constructor you will have in your career.

The first group from the new list is already working in the field and waiting on starting their probationary units.
For those who have had a change in familial status (marriage, divorce, added a child, etc), contact John at the hall to fill out the paperwork for the Benefits Office to properly cover your family. Members who do not report these changes may be responsible for charges incurred by and for those who are not properly documented as being covered.
The weekly income rate for temporary disability has increased to $715 per week. Call John if you may qualify for this benefit.
The IUEC Pension Department has increased the rate for all six pension tiers by $3 per credit year. Retirees also received an increase in their credit year rates.
Work in the area remains strong with Schindler and Kone holding their ground, TKElevator ramping up their jobs and Otis gaining some new work.

The 2024 Retiree’s Dinner was held at Harry’s Steak House in Independence May 17. The evening was filled with cold beer, good food and great conversation and a lot of stories. The best way to hear those stories is to be a part of the event. For those of you who missed it, you can go to the IUEC Local 17 website, iueclocal17.org for a gallery of photos from the dinner.

All Local 17 apprentices passed their spring semester and will advance to their next semester class. Congratulations to those apprentices who will be sitting for their Mechanics Exam and good luck to the current probationaries joining the NEIEP program in the fall. Both groups are preparing for the most interesting journey in the trades.
The interview process for the New Hire list started June 3 and wrapped up June 7. All applicants should have received a letter notifying them of their slot on the list. Good luck to all those waiting their chance at entering the best trade in the trades.
Local 17 has 190 full members and 17 probationaries on the roll for a total of 212 members. There are currently 15 transient working in the jurisdiction.
A reminder that it is the policy of Local 17 and the IUEC that hoistway doors are not to be blocked open and left for other trades to do work without an IUEC member present. If your superintendent intimates otherwise, contact John at the hall.
Apprentice training does not exclusively occur in the classroom. Every journeyman/apprentice interaction has the opportunity to be a learning experience. Most times the experience teaches the correct way to do a task or complete a project. When a difficulty arrises, it is also a teaching opportunity. This is where the journeyman has a choice: do they stop and take the time to correct the issue using proper tools, materials and methods or do they garbage it together and move on to the next?

IUEC General President Frank Christensen named Local 17 Business Manager John Driscoll Jr to the position of International Vice-President. Driscoll had previously served the International as a Trustee and stepped down from that position to take the new VP role. As a vice-president he will be part of the International’s General Executive Board and will remain as the Local’s Business Manager.
The Local 17 Retiree’s Dinner will be held Friday, May 17, 2024 at Harry’s Steak House, 5664 Brecksville Road, Independence. The cost is $60 cash at the door for all active members. Retirees attend free. The bar opens at 5:30 with dinner served at 6:30. Reservations must be returned to the hall as soon as possible.

According to NEIEP Area Coordinator Jordan Miller, Local 17 filled the 350 available slots for its apprenticeship application in 24 hours from opening up the opportunity. Aptitude testing is scheduled for the week of May 13 and interviews are tentatively scheduled for the first week in June. Good luck to those looking to join the best trade in the trades.
NEIEP has delivered new tables and chairs to the school. If you have a group such as a church, school, or other organization that can use our old seating, contact John at the hall.
RC 500 Practical exams are scheduled on the first three successive Thursdays of May (2nd, 9th and 16th). To those apprentices taking the Practical: be early, be prepared and remember this counts toward your Mechanics Exam. If you do not show up or are late, you will take a zero on the test.
One of the first skills taught to new apprentices is housekeeping on jobs. It does not matter whether it is a 40 floor construction job or a two-stop hydraulic repack, the apprentice is the primary person responsible for housekeeping on the job. The impression left by hand prints on doors or oily foot prints on floors lasts long after the job is done. Take the time to clean up your job as you go or before you leave to make a good impression on those that follow

The apprentice application process for IUEC Local 17 is currently open. Those interested in applying to the Local need to be at least 18 years old and have a high school diploma or equivalent. The applications are being taken by the National Elevator Industry Educational Program through their website neiep.org. Applications opened April 1 and will continue until 350 slots are filled. Good luck to all those applying to the best Local in the best trade in the trades.

It is the responsibility of the apprentices to keep the classroom space clean.
Those members who did not turn in vacation time or did not take all of their time will be receiving an invitation to attend a future Executive Board meeting. This will give them the opportunity to provide proof of their compliance with the Collective Bargaining Agreement and the Constitution and By-Laws of the Local.

For apprentices who are put out as temporary mechanics, the process is spelled out in the CBA under Article X, paragraph 4. The company and Business Manager must agree to allow the member to be advanced as a temporary mechanic and the TM must call the hall to confirm they have been cleared and when they are returned to apprentice status.
IUEC General President Frank Christensen recently sent a letter to all Locals regarding separate lifeline anchor points. The Local offices of Otis, Schindler and TKElevator are in agreement with the letter and are currently working towards compliance. IUEC Local 17 will be participating in the 2024 Cleveland St. Patrick’s Day Parade. This is a family-friendly event and members are encouraged to bring friends and family to share in the good times. The parade steps off at 1 pm from East 18th and follows Superior to Public Square. Since March 17th falls on a Sunday, the event is sure to be well attended and all people wishing to participate are encouraged to arrive at the marshaling area between East 18th and East 24th by noon.
For those wishing to make a weekend of the 16th and 17th, St. Malachi’s Catholic Church is holding its annual charity run/walk on March 16. All the proceeds go to supporting the parish homeless outreach ministry. For additional information go to stmalachi.org.
The 2024 Retiree’s Dinner is tentatively scheduled for May 17 at Harry’s Steak House,

There are currently six apprentices eligible to take the Mechanics Exam with the review again being taught by Rick Myers. Good luck to all our future journeymen.
Members are reminded that their vacation pay must reflect a minimum of 120 or 160 hours depending on whether they are an apprentice or mechanic, as long as they worked at least 1750 hours in a calendar year. Ohio IUEC Locals received the first draft of the rules and regulations for the State Elevator Licensing. After all five Business Mangers meeting with Elevator Industry Work Preservation and their lobbyist, potential revisions to the draft were discussed. The Ohio Division of Industrial Compliance is the lead agency for elevator licensing.
OSHA recently ruled that lifelines must not be anchored to the same anchorage as suspended scaffolding. IUEC General President Frank Christensen sent a letter to all Locals stating that no member should be preforming work with that configuration. The Local is working with all the signatory companies to bring current and future modernization and construction jobs in compliance with the OSHA ruling. At the January meeting Sister Andrea Rodriguez reported on the Women Building Nations Conference held December 1st through the 3rd in Washington, DC. This was her fourth time attending the conference as a member of IUEC Local 17 along with a total of 159 elevator constructors and allies.
International General President Frank Christensen attended the conference as well as offered tours of the International headquarters in Columbia, MD. Each signatory company sent representatives to the conference and NEIEP, the training wing of the IUEC, sent nine members.
The breakout groups covered issues such as the challenges of child care for women in the trades as well as construction schedules and their affect on home life. “There is a strong, supportive network of sisters in the trades willing to help each other no matter what the issue.”
Brother Bill Lynsky attended as well and said that the experience was “inspirational the way the sisters in the trades have each others back.” He continued “unions (in general) need to be better collectively in supporting women in the trades.”
There are 48 apprentices in six classes in the NEIEP program for the Spring ’24 semester. Brother Jerry Reitz is teaching two classes of RC500 and Tim Narowitz has two classes of RC100. Brothers Tom Goggin and Don Knapik are teaching single classes of RC200. Classes continue until the last week in May.
Retired Brother John Taylor has agreed to teach two continuing education classes. The first offering is the valve simulator class and the second revolves around the hydraulic controller lab. As of now no dates have been set. The Local adopted a bylaw authorizing a Safety Liaison on jobs with five or more constructors to report to the Business Manager and foreman on jobsite safety issues. the Liaison is appointed by the Business Manager.

There will be a link to the NEIEP portal to the application on the Local’s website, iueclocal17.org, at that time. Applicants are reminded to be vigilant when applying and to look for a confirmation email from NEIEP that they are, in deed, on the list to enter the process. Brothers and Sisters:
IUEC Local 17 held the Annual Children’s Christmas Party on December 9th at the hall. The event was a success and a photo gallery of the day is available on the Local’s website, iueclocal17.org.
Local 17 will be holding an apprentice orientation meeting at 5 pm on January 17, 2024 at the school located at 5195 Engle Road, Brookpark. All apprentices must attend this orientation meeting. NEIEP Area Coordinator Jordan Miller will be in town to answer any questions about the program. The regular class schedule begins Monday, January 22nd and is scheduled to conclude the week of May 20, 2024.

Payroll is once again an issue. Four apprentices were affected at the beginning of December when they did not receive their six month increase. An extra four where slated later that month for an increase and John was assured they were in the payroll system to receive that increase as scheduled.

All 2023 vacation time taken by Local 17 members must be into the hall no later than January 31, 2024. This is in accordance with Article X, Section 21 of the Local 17 by-laws. All members with five years or more must account for their 160 hours of vacation and those with less than five years must take 120 hours of vacation. This was insisted upon by the signatories and agreed to with the IUEC International in the Collective Bargaining Agreement.
