Brothers and Sisters:
The IUEC Local 17 Children’s Christmas Party will be held December 13, 2025 at the hall located at 3250 Euclid Avenue. The event starts at 1 pm and will feature entertainment and food supplied by the Local. Also making an appearance will be Santa giving gifts to children 12 and under.
The Local 17 Golf Outing is scheduled for June 13, 2026 at Bunker Hill Golf Course in Medina, Ohio. The event will be starting at 7:30 am instead of the 1 pm start we had for the past several years. Watch this space for updates on cost per person in the new year.
The JATC is anticipating 45 apprentices will be taking part in the Spring 2026 semester. Those apprentices will be divided between RC100, RC400, RC500 and RC700. There will also be a Mechanics Review course for the 11 apprentices who have completed the program and are stepping up to prepare for the Mechanics Exam.
State licensing of elevator mechanics has finally arrived in Ohio and the question of liability insurance for the individual constructor has been addressed. After consulting with Business Managers in Detroit and Lansing, Michigan, Business Manager John Driscoll Jr reported the members of those Locals have not purchased any additional personal liability insurance. The feedback from both Locals was that in the event of a negligent act, a license will not shield the holder from liability and they will be held to the same standard as existed prior to licensing taking effect.
The Local has renewed its accidental death and dismemberment insurance through American Income Life. AIL offers a variety of insurance products for members above the Local offered coverage. Members will be receiving a mailing from AIL and are under no obligation to return the card to be covered under the Locals ADD coverage. The company offers a variety of insurance products for those interested in initial or additional coverage.

The December 12, 2025 and January 9, 2026 meetings are Mandatory Meetings for the election and installation of officers and delegates to the 33rd IUEC General Convention in San Diego, CA August 3-7, 2026. Work and scheduled vacations are are valid exceptions to attendance as all others will be reviewed by the Executive Board.
On October 16, thirteen apprentices took the RC 700 Practical Exam at the school on Engle Rd. This is the follow up to the trial run done by the class the previous semester. Attending the Practical was NEIEP Director of Development Lester White, Senior SME Rick Myers, Area Coordinator Jordan Miller and technical staff from the training center in Warwick, Rhode Island. The Practical was potentially worth nine points towards the Mechanics Exam and covered material from the virtual hydraulic controller lab. All 13 performed well in spite of a few technical glitches through the evening.

As the Sherwin-Williams Tower nears completion, Schindler has twelve additional teams working on mod and construction. TKElevator is busy with mods at Rocket Arena and construction at The Cleveland Clinic, Otis has nine construction and mod teams running while Kone has five working at this time. Gable/3Phase is slowing down while ATTA is bidding bigger maintenance jobs and new comer Moselley added modernization work. Both independents are looking to add mechanics to their roster.
Schindler employees, especially those in construction, are urged to check their pay stubs on a weekly basis. This is due to the continuing issues with Schindler’s payroll system since the transition to the European-mandated SHAPE application update. John has been in constant contact with Schindler corporate about the issue and according to him, the company is working to resolve issues as they come to light.

All members not in attendance will be fined by the Executive Board without a valid reason for non-attendance. The deadline for all mechanics to apply for their State Elevator license is November 1, 2025. All applicants must have an account set up through the State ePayment website, completed their application to the Department of Commerce, Division of Industrial Compliance and attached a copy of the certification of passing the Mechanics Exam. The certificate is available through he NEIEP website, neiep.org, under the Students and Certificate tabs. If you do not have a NEIEP account you can create one through the login process or contact John at the hall for assistance in applying. A criminal background check must also be completed prior to issuing the license.
The Collective Bargaining Agreement is a contract between the IUEC and NEBA, the organization representing signatory companies. KONE is attempting to rewrite the section on one-man pressure tests to include one-man no load tests. This provision does not currently reside in the CBA and must be negotiated with the union in the next contract. Material has been sent out to jobs which violates the agreement on pre-fabricated work and violations on work schedules (four tens and five eights) have become common grievance issues. It is the responsibility of every member to stand up for our work and report to the hall any violations of the CBA.
TKElevator is currently the company with the lions share of the work. Their members are busy with the Cleveland Clinic Neuroscience job and the new Cleveland Police Headquarters. Sherwin-Williams is slowing down as Schindler’s out of town LPD Group have moved on to their next assignment. Kone and Otis are keeping their members working and 3Phase is slow for now.

As this article is being written, the IUEC Local 17 softball team is preparing for their appearance in the 2025 Cleveland Building and Construction Trades Softball Tournament held at James Day Park adjacent to the Tri-C West campus. Last year the team went 1-2 in the tournament and is looking to better their result.
The deadline for all elevator mechanics in Ohio to apply for their State of Ohio Elevator License is November 1. If you have any questions or have been having problems applying contact Business Manager John Driscoll Jr at the hall at 216-431-8088 or email him at JEDriscoll@iueclocal17.org.
All mechanics are reminded to call in their jobs lasting three or more days to the hall. This helps the Local keep track of the amount of work going on and provide proof that our wage is the prevailing wage in the region.
Apprentice classes started the week of August 18th and are currently half way through the semester. There are two classes each of RC 800, RC 600, RC 400 and one class of RC 300 for the 48 apprentices currently enrolled in the program.
Apprentices are reminded to update their OJT hours on a regular basis. All hours must be posted by the 9th of the month for the previous month worked. They are also reminded that raises are effective with the first pay period after September 1. This means that if, for example, your regular pay day is Wednesday your increase will be effective starting the first Thursday after September 1. If there are any questions about your pay rate or effective date, contact John at the hall.
The November 14 and December 12, 2025 and January 9, 2026 meetings are Special Called Meetings for the nomination, election and swearing in of officers. All members not attending without reporting a proper reason to the hall will be fined.

The Fall 2025 semester orientation will be August 13 at the school on Engle Road in Brook Park. There will be two classes each of RC 800, RC 600, RC 400 and one class of RC 300 for the 48 apprentices enrolled in the NEIEP program. This is the final semester for eleven of those apprentices who will be Mechanics Exam eligible in December. This will be the largest review class in years. As a reminder, all apprentices, even those passing their final semester, must submit their OJT hours until passing the Mechanics Exam. Hours must be submitted by the 9th of the month for the previous months hours worked.
Vacation checks must have been received by July 15. Also, apprentice raises go into effect the first full pay week after September 1. Those who have not received their checks or have questions about the amount of their checks or raises are encouraged to call Business Manager John Driscoll Jr at the hall at 216-431-8088 or email him at JEDriscoll@iueclocal17.org.
IUEC Organizer Juan Gonzalez visited the July meeting to report on activities around the Local and International. The International is currently negotiating with Canada’s Richmond Elevator after a successful vote by the employees to organize. Richmond was one of Canada’s largest non-signatory companies until coming into the fold.
The local situation is very good as Local 17 signatories hold an almost 95% market share. There are four non-signatory companies operating in the area: Davis-Newcomber from Findlay, Akron’s Handle and Sons, Ohio Elevator from Twinsburg and Lake Erie Elevator from Painesville. If you see any of these companies working in the area, contact Business Manger John Driscoll Jr at the number above.
Also at the July meeting, John ran through the initial signup processes for mechanics licensing with the State of Ohio. After creating an account with the State, the applicant then goes to the Elevator Licensing site and enters their information. When asked about their training, IUEC applicants MUST CHECK “OTHER TRAINING” which indicates the applicant has passed the NEIEP mechanics exam. At the end of the process, the State requires the applicant upload a copy of their Mechanics Exam certification. A copy can be downloaded for the NEIEP site, neiep.org. Everyone is encouraged to get their application to this point prior to getting an FBI background check. The check is the same processes those who work in Federal or Federally licensed facilities must pass in order to work in those locations. If you currently work in a federal facility, the most recent clearance may be used when applying for your elevator license. Happy birthday to the United States of America!
By the time this reaches your door the IUEC Local 17 Annual Golf Outing held again this year at Bunker Hill Golf Course will be history. Follow this space and the Local report in the Elevator Constructor for highlights and the winners of the day.
Local 17 sends congratulations to its 2024-25 apprentice class for their 100 percent pass rate. This means that after the coming Fall semester there will be eleven Mechanics Exam eligible apprentices if all pass their final semester.
There will be two classes each of RC 800, RC 600, RC 400 and one RC 300 class for the 48 apprentices currently enrolled. It is important that all apprentices check their NEIEP email for updates on classes and maintaining important certifications. Fall 2025 semester orientation will be the week of August 11 with classes starting the following week.
There are issues that have arisen with the State Licensing program and all mechanics are asked to hold off their application until these issues are resolved. The concerns involve background checks, continuing education credits and the absence of the Elevator Safety Review Board being in place to make the decisions on these key issues. The ESRB is to be appointed by Governor Mike DeWine who, as of this writing, has not made the necessary appointments. A reminder that all jobs lasting more than three days are to be reported to the hall. This is required by the Local By-Laws.

TKElevator has the most work in the jurisdiction with the Neuroscience, Rocket Arena and Cleveland Police Headquarters jobs commanding the most attention. As mentioned previously, IUEC Assistant General President Jim Chapman is negotiating with TKElevator on pre-fab violations on equipment shipped to the Cleveland Clinic and Police Headquarters jobs as well as jobs around the country.
Kone has a six-car mod currently running which will last through the end of the year. 3Phase mod has slowed to only two teams working at this time. Otis is still working several mods the Cleveland Clinic as well as the freight car mod at Cleveland Cliffs Steel.

The 2025 IUEC Local 17 Golf Outing will be held Saturday, July 19 at Bunker Hill Golf Course, 3060 Pearl Road, Medina. Further details will be made available along with a link to sign up your foursome.
On Friday, May 16 approximately 90 active and retired members of IUEC Local 17 met for dinner at Harry’s Steak house in Independence. The mix between retirees and active members was about evenly split. Retired Brothers Mark Byram, Al Jerson, Al Rothacker and Dan Tinner were honored and received their Gold Cards and Brother Ken Eaton took home the retirees watch.
School ended the week of May 19 as all apprentices sat for their final exams. NEIEP Area Coordinator Jordan Miller was in town to administer the Sig/Rig certification for RC200 students. Congratulations to all receiving the certification and those moving forward in the program.
The fall semester orientation plan is to have Elevator Industry Work Preservation do a TEAMS meeting where the presenter explains the history of the IUEC, our benefits package and how the union negotiated the best fringe package in the trades. The last time this was presentation was done in Cleveland was over ten years ago.
Local 17 has a grievance filed over a three man crew working a Schindler job. There are reported to be multiple pre-fab violations on the TKElevator equipment scheduled to be delivered to the Cleveland Police Headquarters job. A reminder that the portal for State of Ohio Elevator Licensing opened May 1 and closes November 1, 2025. To register, mechanics must first create an account on license.ohio.gov using Google Chrome prior to applying for their license. It is important to note that all IUEC members are not “legacy” mechanics. This term is used for mechanics at non-signatory companies who did not attend an approved apprentice training program. All current IUEC trained mechanics use “other training” when coming to that drop box. The fee is $250 and the license is good for two years.
Work right now is stagnant but steady with only the Rocket Arena and steel mill mods currently active. TKElevator currently has the most work in the area and is waiting on the Neuroscience and Police Headquarters jobs to fill their docket. KONE has a new six-car mod job that will run through the end of the year and 3Phase is keeping three mod crews busy.

Brothers and Sisters:
May 1 was the opening of the Ohio Elevator Mechanic Licensing Portal. Mechanics have until November 1, 2025 to apply for their Ohio License. The cost is $250 for a two-year license with a requirement for continuing education hours. The State will recognize CE hours taken through NEIEP at its website, neiep.org. NEIEP will also pay each member one-hour of wages for taking a CE course through the site. For more information, keep your attention tuned to these pages.
Local 17 is holding their annual Retiree’s Dinner on May 16 at Harry’s Steak House in Independence. The event always draws a large group of active and retired members and is a highlight of the Local calendar. The cost is $65 at the door for active members and free for retirees. Beverages are served at 5:30 and dinner at 6:30.
The 2024-25 academic year is drawing to a close with final exams scheduled for the week of May 19. All apprentices must have all requirements (homework, exams, labs etc.) and hours up to date and completed prior to being allowed to sit for their semester final. Good luck to all apprentices moving forward to the next semester.
Thank you to John Taylor for teaching the Hydraulic Valve Continuing Education class. The class focused on hydraulic theory, valves and how to adjust them for best performance. NEIEP is working on rewriting the aptitude test taken by prospective apprentices to focus more on mechanical ability. There is also an effort to reformat the new hire probationary module to include more instructor interaction and information about the role of the union and the NEIEP in the trade.
The rewrite of RC500 is almost complete and ready to roll out to the Locals. The new RC600 text is complete from scratch to cover drives, microprocessors and communications. The labs are currently being developed along with finalizing images, animations and completing the internal processes necessary for release. Part of the new RC entails an entirely new simulator based on CAN communication controlling a virtual elevator. This is a major step forward for NEIEP as this simulator will be available for use throughout the program.
Work is presently steady with the Sherwin-Williams headquarters work winding down. Otis has four crews working two-12 hour shifts at the steel mill on a modernization. The other companies are either waiting on parts or their jobs to be to the point where they can begin work.

The cost for active members is $65 with retirees attending for free. All attendees must have a reservation into Entertainment Chairman Todd Kemp as soon as possible.

On March 26, the Elevator Industry Work Preservation Fund presented opportunities for signatory companies to receive grant money to pursue contracts currently being held by non-signatory companies operating in the Cleveland area. Locals 17 and 45 (Akron) have been very fortunate that up until recently non-signatories have not been active in the jurisdiction. There has been an increase in activity by Findlay’s Davis-Newcomer and Lake Erie Elevator in Painesville to penetrate the market.

Local representatives of Kone, TKElevator, ATTA/Maximum and, new signatory to the Cleveland and Akron Local agreements, Moseley were scheduled to attend the presentation.
​
The grants from the EIWPF cover the partial difference between a signatory and non-signatory cost of a maintenance contract as well as a percentage of modernization and construction costs. The Fund is a cooperative effort between the International Union of Elevator Constructors and the National Elevator Bargaining Association (NEBA) to maintain and increase jobs serviced by signatory companies.

The portal for licensing elevator mechanic in Ohio will open May 1, 2025 through the State of Ohio website Ohio.gov. Initially there will be a six-month window for all mechanics to apply for a license through the site. The cost will be $250 for a two-year license. According to Driscoll, there is no need for anyone to attempt to access the site prior to the May 1 opening date.

Ohio will have a requirement for all license holders to have eight hours of continuing education classes per year. The classes are available through the NEIEP website, neiep.org, under the Continuing Education tab and will be accepted by the State. NEIEP also pays the student/mechanic for their time when taking any CE class. For more information go the NEIEP website.

This license belongs to the mechanic and not the company. It is the individual mechanic’s responsibility to keep current. This is not an expense to be turned in to the company for repayment. It is not a dues difference to another Local. It is, among other things, the holders ability to refuse to perform an unsafe practice at the behest of their supervisor.

A contingent of Local 17 members and family marched in the 2025 Cleveland St.Patrick’s Day Parade on March 17. Once again Kone donated the use of their stake body truck for the event and everyone in attendance had a great time. For photos of the event, go to the Local 17 website.

The elevator constructor licensing process is beginning. The first stage, opening the contractor portal, is effective May1. This is where the companies apply to the state for an operating license. The portal for mechanics is expected to open June 1 with the expectation that by November 1 all eligible mechanics will have their license. The cost for a two-year license is $250 set by the Ohio Division of Industrial Compliance under whose jurisdiction the Elevator Safety Board will operate. There is no word as of now who Governor Mike DeWine will name to the new board.
There are multiple members working out of town. If you are an apprentice and sent out of town, contact Business Manager John Driscoll Jr at 216-431-8088 or email him at JEDriscoll@iueclocal17.org before you leave so he can put you in roaming status with NEIEP. You will be able to attend classes in your work Local and be reinserted into Local 17 upon return.
Work is still solid in the area even as the elevator work at Sherwin-Williams come to completion. TKElevator is planning for mods at Rocket Arena and new construction at Cleveland Clinic Neuroscience and Cleveland Police Headquarters. Otis is still moding the Cleveland Clinic but, the steel mill mod should help to keep members working.
Local 45 (Akron) Business Manager Ron Johnston along with Local 17 Business Manager John Driscoll Jr had a meeting with the owner of Columbus-based Moseley Elevator on their plans to expand into the Cleveland/Akron market. This will give both Locals 17 and 45 another signatory company to place members.
As when Gable became a signatory, the new office for Moseley will have portability between Cleveland and Akron jurisdictions until there are enough units to warrant full routes in either territory. Any mod or construction work, though, will require Local members.
Retired Brother John Taylor is teaching the Hydraulic Controller Lab continuing education course at the school. Local 17 is planning to offer the hydraulic valve class after completing the controller class. The expected start date is March 26. If you are interested in this offering, contact John at the Hall.

Brothers and Sisters:
Congratulations to Business Manager John Driscoll Jr on his election to the Executive Board of the Cleveland Building and Construction Trades were he will serve as the Recording Secretary. Driscoll previously served as a trustee of the IUEC and is currently serving as a vice president and member of the International General Executive Board.
Local 17 will be participating in the 2025 Cleveland St. Patrick’s Day Parade. This is always a fun, family centered event which creates memories for years to come. The parade kicks off at 1 pm from East 18th and Superior. The Local will have a truck to carry the kids and any adults that wish to ride along the route. We also encourage as many members, friends and family to attend and march.
Apprentice school is in full swing with seven classes over four days held in our classroom on Engle Road in Brook Park. There are 50 apprentices enrolled in the program.
Local 17 members recently completed a two-week welding course held at Lincoln Electric’s headquarters in Euclid. Participants had the opportunity to qualify for their 3G and 4G certification.
Members had until January 31 to get their 2024 vacation hours into the hall. If a member did not get their days into hall, they can expect a letter from the Executive Board along with a possible fine. Vacation pay for the second half of 2024 was due to be paid by January 15. The pay amount is based on the actual number of hours worked during the last six months of the year less any PTO taken during that time. Overtime worked is calculated at actual straight hours, not the premium for nights or Sundays (1.7 or 2.0).
If you are working on a Welty/Gilbane job and have an ethics concern, there is a hotline to report this to the contractor. Information should be available on your job.
The elevator work on the Sherwin-Williams project is winding down and should be completed shortly. Schindler has a couple of out-of-towner workers still on the job and they will be returning to their home Locals before any Local 17 members are moved out. TK Elevator is gearing up for two high profile jobs. The first is a full-modernization at Rocket Mortgage Field House and the second the Cleveland Clinic Neuroscience building. Otis is working several mods a the Clinic as well as the mod at the mill while Gable/3Phase is keeping three mod teams working.

The IUEC Local 17 Children’s Christmas Party was held December 14 at the hall. There were 21 families attending with all the member’s children and grandchildren 12 and under having the opportunity to meet Santa and receive a gift from the Jolly Old Elf himself. The January 10, 2025 Special Called Meeting is a Mandatory Meeting for the installation of officers. Those not in attendance without a valid reason will be fined by the Executive Board.
The first quarter dues were increased by $25 to fund the International Death Benefit paid to families of IUEC members who pass away on the job. The survivors receive a $250,000 check directly from the International to use as they wish.
The Spring 2025 semester starts the week of January 20 with seven classes on the roster. The 50 apprentices in the program will be offered one night of RC 200 as well as two nights each of RC 300, RC 400 and RC 700. Orientation is tentatively scheduled for January 15 at the school located on Engle Road in Brook Park.
The Local is holding a welding class at the world headquarters of Lincoln Electric from January 6th to the 17th. The attendees have the chance to earn a 3G or 4G welding certification. Those apprentices attending the welding class are excused from the NEIEP orientation.
The apprentices completing the RC 100 Practical as well as the RC 200 students completing the SIG/RIG certification should have received the results of those exams. Congratulations to those receiving their SIG/RIG card. A reminder that all members must turn in a list of their vacation days taken in the previous year as soon as possible. The Executive Board reviews all the time submitted and will fine those who have not taken their full allotment of 20 days. Also, vacation checks must be paid to all members by January 15. If you do not receive your payment or have a question, contact John at the hall.
Work is good in the area for all the trades and the trend is expected to continue for the next several years. It is especially important that all members of the organized trades act in a manner that separates us from the non-signatories regardless of our speciality.
This means policing our trade and correcting not only substandard work but behavior that jeopardizes the good standing of the trade union movement in general.
Our good standing in the eyes of those that contract our employers is a very fragile balance based on years of positive experience. A reputation is like a glass, easily broken and difficult to repair. Everyone must do their part to maintain our good standing and the high standards of the Cleveland Building and Construction Trades.
